You could run an IRC server off of your home computer. And there are also chat programs using php that run off of web servers. Some require access to a MySQL database, and others work by simple ftp uploading of the files without needing a database. Here are a few sites I came up with:

You're probably asking about chat because you're wondering if there could be an "official" Inferno chat or something like that. I don't want to hack the board other than having a portal page. Nor do I want to create links to any "official" chat or set one up myself. The reason is that for me chat is cool some times to play around with, but it's not worth any long term commitment or effort.

Anybody can set up chat without receiving an official endorsement.

Most likely chat uses very little bandwidth because it is all text, and you could run it with no problems on dialup.
